Will living alongside a river work? I chose a city which was next to a very big river, close to the sea, but on a very high hill. It's the rainiest city in Europe. I reckoned that being on a hill would mean that the water would run downwards if too many inches came down. I reckoned if there was a fire, I could run down the hill and head for the sea.

I reckonded I could grow some food on my balcony as I don't have my own land. However, still working out the details.
