Where does the money for the discretionary spending come from? It comes from taxes, doesn't it? And as that money is spent on the mIlitary, it's part of the military spend.
I've read many times that America spends 60% of its income on its military machine - that is the total. It also includes weapons development (DArpa), etc.
The diagram clearly shows that most of the discretionary spend goes on the military, and most of the loan repayments go on the military as well.
It doesn't matter whether its discretionary or repayment on a loan, etc. It's still most of the tax money that is going on the miliatry.
