When that was written, people with guns were equal to a government with guns. At the moment, it an absurd statement that the people own guns so that they can take up arms against the government. One little drone, and someone is dead. One little nuclear bomb, and a whole city or town is wiped out. Sorry, your statement just doesn't wash.
