What makes you think that democracies are the best option? They most certainly aren't when people are idiots. Why do you think Trump got elected?

That said, the criteria is for the leaders - not the voters. And, sorry, we have nothing but scumbags predominantly in leadership positions now. There absolutely and utterly does need to be criteria for leadership.
