Very interesting statement. I've been an expat in numerous countries since 1975. I was an immigrant to American between 2003 and 2014. I am, once again, an expat - this time in Portugal.
Being an expat has nothing to do with being a Millennail and being privileged. In the UK, it is cheaper to live on your pension in Europe than it is to remain in the UK. It's just an economic decision. And the poorer you are, the better decision it is to move to, say, Portugal from London.
