Um, no. Until the mid 60s, beginning of the 70s, there used to be 3 tier education system.

You could

1. Start learning a trade at about 14 or 15 years old.

2. Stay until you finish high school and train to become something like a teacher or a nurse or draughtsman, etc.

3. Go to universeity.
