Um. No. I can assure you that they have restaurants in places which aren't democracies at all. In fact, restaurants aren't neceseary at all. The world was much healthier when they were pretty rare.

What is necessary is a place for people to socialize, and that used to be the village hall, church, and, of course, in Roman Times, feeding the lions with Christians.
