Just the fact that you believe that we are all in control of our own culture is part of the American culture. If you had been born a Muslim in the Middle East, you would believe that you have no control whatsoever over your fate.

Nothing is a god-given thing, And if you believe in God, then that is also part of your American culture. Most people in the UK, northern Europe, Australia, China, etc. do not believe in Gods. That, again, is part of your culture.

Yes, humans do create culture, just the same way they create their gods, and like their beliefs in their gods, it is indoctrinated when they are young, and it lives with them for life.

Your American culture will immediately feel strange when you go and live in another country. In Europe, you will become accustomed to socialism. While most Americans think it's a dirty word (part of their culture), in Europe, it's been around so long, nobody noticed. In Portugal, where I can currently living, the Socialist party has once more been voted in.

Culture has nothing to do with your situations. It is the worldview that is absorbed from birth and which is acted on throughout life. Minor things might change, but on the whole, we adhere to most of our culture.
