There are other things that come into play. I have covered them in my book why the law of attraction doesn't work. Essentially, some people have more attractors than others.

People who have a great many attractors are more likely to get what they are working towards. Attractors are the things that draw others towards us, and it is the sheer number of people who are drawn towards us that eventually determine success. That's because, statistically, there has to be a small number who have the capacity to move us towards where we want to be.

Attractors are things like wealth, exceptional talent or looks, speak of multiple languages, inventor of something amazing, world famous parents, the parter of someone well known, etc. These things draw attention to us. Without them, not so much. That's when the others score. This is life.
