There are levels of problem solving ability. Yes, of course, animals can problem solve. Everybody can, to a degree. Even the dictionary defines intelligence as problem solving. Some people have very high levels of problem solving, while others have low levels or average levels.

What's your problem?

In earlier comments, I have given many abstracts on how academic describe intelligence, and it is problem solving. This is from research from Cambridge university - one of the best universities in the world.
