The tax agreement that America has with Portugal is that anyone who works remotely and earns from an American company pays 10%. This is what Medium wrote me:

In regards to the withholding rate, the tax treaty between Portugal and the USA lists a standard withholding rate of 10%. You have successfully claimed the Portugal tax treaty benefit and are being taxed at the rate of 10%. For context, the default tax withholding rate without a tax treaty benefit claimed is 30%.

I’m more than happy to write to the IRS at year end and claim the money back (If I remember correctly, my social security number acts as my tax number), but I don’t think that’s how it works.
