The reason people develop automatic responses are biological - not taught. If humanity had to evaluate a new threat everytine it arose, they wouldn't have survived.
One does not sit and think about whether to run if one sees a lion approaching one. One runs at once.
Yes, people will begin to migrate north, and I am not sure at which point they will do that. I have migrated north (Ireland) for that reason.
Some places will be easier to get to than others, but it may well prove to be a vicious journey. I don't know. They will also migrate south to Argetina.
Note that in 30 years, the electricity grid may be down, transport may be rare, and food may not be available on the road. Journeys on foot may be hazardous.
I don't presume to predict things like mass migration due to climate change. I think if one moves, one moves now.
