The purpose of a social media website is to break down that resistence.

Every community would have a forum, and every day, that forum would automatically produce the climate change of the day plus put some sort of puzzle that needs to be sorted and ask for suggestions.

The site might ask, "In a fire, who would be responsible for ensuring all dogs had left the neighborhood?"

Or another would be, "In a flood, where would we all go to?"
