I think it is absolute bullarkey that countries use black swan events to purposely pass legislation that they wanted to pass previously, but couldn't, and now they use particular situations to get those laws through.
Sometimes the only way that governments can control people or situations is by passing certain laws, and there is a direct correlation between the number of people in a country and the degree of control needed.
When there aren't sufficient laws, then things can go awry.
