Israel put up a barrier, not to lay siege to Gaza, but to prevent the thousands of suicide bombers that were coming into Israel every day. Egypt put up barriers as well, for the same reason. Incidentally, Gaza used to be part of Egypt, and not only don't they want it back, but they won't accept Palestinian refugees.

In addition, Israel moved out of Gaza in 2006. There are no Israelis living there, and there are no Jews living there. Nor do they govern it. Hamas govern it.

Hamas has been given billions since 2006. They could have used that money to draw water from the immense aquafer underneath them. They could have used that money to invest in their own food production, in electricity, in industry.
