She has figured out that being a victim pays. So she plays the victim. Those people who, to one degree or another, feel that life has treated them unfairly, gravitate towards her.

That is why she repeats the same formula over and over again. It works. I also don't think she has a Ph.D but then, those are just my thoughts.
