People who aren't interested in other cultures generally do stay in their home countries. They object when other cultures change or influence the culture of their home country. :) So I'm not sure what you are saying.
Having a polite conversation with someone or visiting another country on holiday is not what we're discussing here.
Most people do not want to change their behaviours constantly when they go about their day to day business. Not to take that into consideration is foolishness on the part of politicians.
