One can certainly learn literacy. Yet, it appears that mere literacy is not that easy because 54% of Americans cannot read well enough to read medical instructions. And according to a study I read about a decade ago, 95% of students at 4 years universities couldn't write a grammatical sentence.

There is absolutely no guarantee that if one perseveres, one will eventually become a writer to a publishable standard. It is a talent, and if you consider that only .03% of Americans have been publsihed (self publishing a blog is not the same thing), then, with respect, it is not a skill that is easly learnt, and most people never acquire it.
