Oh, I agree. Generally, if left to evolve, I would say three generations. However, with an active education program covering many different aspects, it can be done in one generation. The point is that no one has ever tried that.

I'm not sure that race has much to do with it, and I'd be interested in knowing why you think that. Class definitely plays a role, and I have written about it in many different articles.
