Of course, the horse and cart would not be banned. We're talking climate change here. One isn't banning cars because of some political ideology. There ae some 1.5 billion cars in the world, all of which are, collectively, harming our environment.
Electric cars also harm the environment - just in a different way. You can google that. I don't want to have to write it here.
People can own whatever they like - this isn't about communism. This is about eliminating harmful tech that is destroying our planet.
Public transport will certainly use fossil fuels, but it won't use up anywhere near what cars do.
In other articles, I've explained in more detail. Smaller communities that are well educated, that takes care of maintaining skills levels will survive. However, they cannot survive on their own. The article was about personal survival - written for individuals.
For survival of a high tech civilization, many small communities will be needed, and they will need to work together.
The reason hydroelectric power is selected is because it doesn't require batteries - batteries require lithium or other rare earths. If the mining industry fails (and it will eventually), then the only option for energy is hydro electric power.
