Nope. I've lived in enough countries to know that no other country does this. America's IRS reasoning is that we are earning from an American company, therefore we need to pay tax.

America also often double taxes its citizens, so that if they are American and work in another country, they pay tax in both America and the other country. That's why some very rich people have disavowed their American citizenship.

This is only for some countries. I gather Portugal is one of them.
