Nobody can answer that question except the people who sent the missiles, and they aren't going to answer it. Reporters do not examine why something happened - they report what is happening.

Editorials covered the whys and whats - in days gone by. Now journalists, e.g. columnists, etc. give opinions based on deduction and circumstantial evidence.
