No, you could not build an effective wind turbine. The problem isn't the turbine. The problem is that the electricity that the turbine generates needs to be stored, and that requires batteries, and the batteries require lithium (or other rare earth metals), and these are mostly mined in China and Africa.

You also need high tech factories to put that stuff together.
