My point is that the USA does not tax people with green cards because, in order for them to do so, there would need to be a law that allows them to tax people with are not citizens of the USA. Only citizens of the USA are taxed.

The fact that some people with green cards choose to work doesn't mean that the USA knows about it. It most definitely means that they are not taxed.
