It is not the job of an editor to give feedback. Never has been and never will be. This is a misunderstanding of people who don't understand the job of an editor.

An editor is a business position - not a writing position. The editor decides on which articles to reject and which to accept for the publication. No print publication has ever, ever, ever given writers and authors feedback on why their work was rejected.

That's not the editor's job. If the writer doesn't provide the kind of work that the editor will accept, that's because the writer either didn't write up to standard or they submitted the wrong topic..
