In return, Israel has to spend that money on weapons or anything military in American.

In return, Israel shares advanced military tech with America as Darpa has fallen behind. Also, by getting Israel to buy military items (Israel buys planes) from the military industrial complex, those corporations keep going in tiimes of peace, so they don't close their doors, and they are subsequently ready when needed, if America goes to war.
