I'm puzzled. Why does he think he will win the war? And what will he do if he realizes he won't?

…If he thought that a nuclear strike might preserve his own regime, he would definitely consider it. Right now, he believes he can hold on to his annexed territories and end the war, but Ukraine has other ideas.
