I'm pretty sure Medium explains that reading means from about 1 second reading time. It has nothing to do with reaching the bottom of your article. The bots measures the reader scrolling down through the article, and the time spent on the article is the time you get paid for.

If you write for your own publication (which is why you always should), Medium gives you the stats of how long people read for. That is what you get paid for.
