I'm not sure that is what Chomsky was thinking. I was thinking that he realized it's inevitable that Ukraine loses, and it is better to end the war sooner rather than later. He is probably also thinking that if Ukraine holds out too long, Russia might drop a nuclear weapon on it, and again, to save lives, it is better to surrender than to fight on. I think he thinks that Ukraine doesn't stand a chance in hell of winning.
