If you are earning $7.25 per hour, and a living wage is $15.00 per hour, how do you manage your money.There is no money to manage. In America (where I lived for 11 years), the cost of a really shitty apartment is more than the bloody minimum wage income. It has nothing to do with being unable to manage one's money.
