I think it is about staying in cohesive groups, and, yes, rich people certainly have that. On the outside, it might look as if it's the wealth, but it's also the lifestyle.
I'm not necessarily thinking of people helping each other (family do that). It's about community organsation. It's where the mayor, the counsellors, thee businesses, the medics, etc, are all in the loop as to how the place runs and what part everybody plays.
I think what is true is that in America, people are too competitive to be co-operative. All big cities have that lack of community.
In a rural area, some are better organised that others. When everybody is interested in making sure the town or village runs well, that's the best.
