I think he is trying to fix up Mexico, and by that I mean he is trying to make it a better country for his people. I'm assuming (rightly or wrongly) that he created a home guard to do something about the violence, that he cancelled the airport construction in order to direct money in better ways, etc. And, of course, skills training is fundamental to people being able to do things, build things, provide things, and prosper.

I also think he has a long way to go, and we are all living in perilous times.
