I read some research that showed that the human brain actually changes - either psychologically or physiological (neuroplasticity?) , can't remember.

Also Abraham Lincoln said that if you want to see what a man is made of, give him power. Most people will abuse it. Power corrupts, and absolute power corrupts absolutely.

I see only two ways to limit this corruption. Constant oversign by making it mandatory that all adults serve 3 months every 5 to 10 years in a political office. That way, any power political figure will constasntly be under surveillance four different people each year. Statistically, if he is doing something wrong, it will be exposed by someone.

The second thing is to limit terms. Not allowed more than two terms in office. The problem with that is that sometimes thing take more than two terms to implement. Then, again, if it's any good, someone else can continue with the work.
