I read further. According to wiki, no agreement was ever signed. They were verbal comments and the interpretation of them differs. Academics appear to have a different interpretation to NATO.

That said, evrn if it was true, NATO has never forced anyone to join, and NATO has never had any plans to invade any nation in Europe. Or Russia for that matter.

There is no sane reason for Russia to invade any nation. Nor is there an ethical one.
