At this point, there is nothing to stop American collapse. However, there is no reason why the system shouldn't work in other countries.

Also, it is highly unlikely that people with degrees in the hard sciences (geology, physics, chemistry, etc) would be in prison.

For the record, all Chinese politicians either have engineering degrees or science degrees.
