I have absolutely no idea. Googling it also said that the government didn't know who the buildings belonged to and couldn't touch them for 40 or 50 years. The question is how does anyone know if they have been empty for 40 years or a 100 years. I would just pass a law saying that if people don't claim them, the government will sell them off for redevelopment.
