I find it interesting living in Ireland. I've never seen a street cleaner here. Yet, I've lived on a house on a street for six months now. My cottage steps into a very narrow little side street.
Nor is there much rubbish scattered around. Hardly any. Scotland, it was very different. I didn't see a log of garbage in Germany, Spain, or Portugal either. South Africa a bit of a nightmare.
So I think it depends on the culture of the people, how they are educated.
Both in Portugal and in Ireland where I am now, there are very strict garbage rules. Everybody has four different garbage bins - recycle, compost, waste, and glass. I think. Electrical goods, and large items have to be delivered to various places. You get fined if you do something wrong.
I recall, in London, in the mid-70s, there being masses of strikes by garbage collecting men. Harold Wilson ws prime minsiter, and the garbage men wanted unheard of sums for doing the jobs they did. I think I heard the reasoning that it was a disgusting job, and they wanted to be well paid for it!
Margaret Thatcher came along and disempowered the Unions.
