…obvious outcome, but the marketplace is so competitive right now, maybe adjust it to something like “ROI will mean getting 3 full manuscript requests from agents for every 10 queries I send out.” Then evaluate your potential editor — how poised is that person to deliver this ROI?

I don't think any editor has that power. An editor is an editor - not someone who rewrites the script if it isn't good enough.
