I disagree with the empathy thing. I believe it's a 'math' thing. Logic, if you will. The world cannot work if everyone does what they like. People will kill each other and abuse each other. They will steal and be stolen from. Laws are there for a reason, and the more people there are, the more laws there needs to be, and the bigger and more complex government gets.
