For the record, English is my third language - not my first langague. My late father spoke 11. My home country has 11 official languages, and we all need to speak three in order to pass out of high school.

When a country actively recruits people from other countries for financial purposes, I think they have an ethical responsibility to not withhold paperwork - especially when they do speak English, and they just don't want to.

I've lived and worked on three continents, in multiple countries, plus visited a forth. I've seen clothing hung in many places, but not on a line outside the windows of an apartment. So, yes, it is weird.

You need to revisit your anger at my stating my opinion.
