Ethics are rules that govern the greater good of the largest number of people for the longest period of time. They are there to ensure the survival of the community and develop over a period of time. Things that harm the community are outlawed and things that benefit the community are taken up by the community.

Visting a country has nothing to do with ethics. Now if you said you were going to bomb it, that would be unethical (unless you were planning to stop an alien invasion or something).

Morals have to do with your personal morality, and as they generally depend on some sort of superstition, they tend not to serve the greater good.
