Do you actually understand what the article is about? The article is about the safest countries for climate change. Did you even read the story? It is about which countries are safe from climate disasters, i.e. fires, temperature that reach 40 degrees, rainfall that put homes under water, etc.

Clearly Balkan countries are not safe from climate change disasters and one would not advise people to relocate to them.
