Communism has never existed. Cooperatives, a business model, flourish. Communism is a country without government where people own their own means of production. The government does NOT own the means of production in communism.

You're referring to Totalitarianism which is the model that the USSR had. The plan was to give people ownership of their own set-ups, but it never got that far.
