Blame business. It's not necessarily consumers and employees that want everything to open as quickly as possible. The pressure is from business.

Sure there are a lot of self-interested people about who cannot tolerate that they are not allowed to do what they want to do. But then, that's the American way. And the British Way. And the South African wy. And the way of all people who were spolit, had too easy lives, and never learnt that there are reasons we put the well-being of the community ahead of our own personal desires.
