Black South Africans had citizenship. And the homelands had their own governments. They were independent of South Africa. They ran themselves. South Africa did not run them.
Just so we're clear, the current the previous prime minister of South Africa did not think there was such a thing as HIV, and the one before that thought that if he raped a woman who was HIV positive, all he had to do was wash himself afterwards, and he wouldn't get infected.
