As I said, building the turbine isn't the problem. The problem is that the turbine only generates electricity when the wind blows, and then that electricity needs to be stored by a battery so that people have electricity on tap 24 hours per day.

You cannot build the battery without rare earth supplies. Without the battery, the turbine useless. If you could do that, you'd win the Nobel prize.

Nothing to do with psychological inertia. Virtually all products available at your local hardware store used high end machinery to make them. Somewhere in the process, you will use tech, and the minute you use tech, you need a supply line.
