Actually, no, it's not. Substack has one big problem. It doesn't deliver the traffic. Unless you take your readers with you, it's dead in the water.
The other big issue is that is that when people start promoting it, it's not because it's 'the next big blogging platform,' it's because it is an affiliate link. If people use your link to sign up for substack, then you earn for it.
It's profoundly dishonest to promote it. Very few people will ever earn sufficient money from Substack to make it worthwhile.
For the record, I've been on the web since it had 3004 sites, and have been writing on it for a living since 1999.
